CAMP CAPTAIN JULIAN OLIVAS, City of San Fernando, Pampanga –The Police Regional Office 3 (PRO3) emerged as the top-performing police regional office nationwide in the June 2026 Monthly Unit Performance Evaluation Rating.
The PRO3 bested the 17 other Police Regional Offices across the country.
The no. 1 ranking reflects PRO3’s collective performance in key areas, including police operations, administration, community relations, and organizational management.
PRO3 director Brig. Gen. Jess B. Mendez attributed the achievement to the discipline, teamwork, and dedication of police personnel in Central Luzon.
“This achievement belongs to every PRO3 personnel who faithfully performs his or her duty each day. Being No. 1 nationwide is an honor, but it also carries a greater responsibility. We have to sustain what we have achieved, continue improving, and make sure that our performance is felt where it matters most—in the communities we serve,” Mendez said.
The PRO3 top cop reiterated that the recognition should not be regarded merely as a ranking, but as a challenge for all Central Luzon police personnel to maintain high standards of professionalism and continuously improve the delivery of police services.
Under the leadership of PNP chief Gen. Jose Melencio C. Nartatez Jr., PRO3 continues to advance the PNP Focused Agenda through sustained law enforcement operations, strengthened police-community partnerships, and responsive public service across Central Luzon.
These efforts are anchored on the PNP’s commitment to provide “Serbisyong Mabilis, Tapat, at Nararamdaman” to the public.
Mendez expressed his appreciation to PRO3 personnel, local government units, partner agencies, stakeholders, and communities for their continued cooperation and support in maintaining peace and order in the region.
According to him, the latest recognition should serve as motivation for the organization to further raise its standards and ensure that strong performance translates into safer communities and police services that the public can see, feel, and trust.
Mendez said that for PRO3, the nationwide top ranking is not the end goal but a renewed commitment to sustain excellence, strengthen public trust, and deliver effective and responsive police service to the people of Central Luzon.
