BY KEVIN GALANG<\/strong><\/p>\n <\/p>\n <\/p>\n TWO \u201chigh-value\u201d targets, including a Chinese national, on Saturday were arrested while 103 kilograms of shabu worth at least PP700.4 million were seized by operatives led by Philippine National Police Drug Enforcement Group (PNP-DEG) in an operation in Bulacan.<\/strong><\/p>\n <\/p>\n <\/p>\n PNP-DEG director Brig. Gen. Edwin A. Quilates reported to PNP chief General Nicolas D. Torre III that arrested were Liant Teng Chen, a 55-year-old resident of Gavino Maderan, General Mariano Alvarez, Cavite; and Ryan Alvarez,40, an online seller from Bgy. Palatiw in Pasig City.<\/strong><\/p>\n <\/p>\n <\/p>\n The duo were arrested after they conspired to sell the illegal drugs to an undercover officer at Blk. 13, Lot 3, Bantique St., Bgy. Bulihan, Plaridel municipality at 7:30 p.m. Saturday.<\/strong><\/p>\n <\/p>\n <\/p>\n The successful anti-narcotics operation was conducted with the help of operatives from the Quezon City Police District Drug Enforcement Unit under Col. Randy Glenn G.
