Marcos Jr. has recently launched dedicated Transparency Portals for various government agencies, Department of Information and Communications Technology (DICT) Secretary Henry Aguda announced on Friday.<\/strong><\/p>\n<p><strong>Aguda said separate Transparency Portals were established for the Department of Public Works and Highways (DPWH), Social Security System (SSS), and the Philippine Health Insurance Corp. (PhilHealth), noting that the message of President Marcos is clear \u2013to use technology in fighting corruption, make government services more efficient, and restore public trust.<\/strong><\/p>\n<p><strong>\u201cAng transparency portal ay bahagi ng mas malaking bisyon para sa digital governance,\u201d Aguda said in Palace press briefing.<\/strong><\/p>\n<p><strong>\u201cNoon November 24, ngayong taon, inilunsad ni Presidente Ferdinand Marcos ang DPWH Transparency Portal kasama po si Secretary Vince (Dizon) bilang bahagi ng mas malawak na push para sa open government at mas malinaw na pag-uulat sa publiko,\u201d Aguda said. <\/strong><\/p>\n<p><strong>\u201cKamakailan, ni-launch iyong PhilHealth, last Tuesday, nais naming ibahagi ang transparency portal ng PhilHealth at SSS,\u201d he added.<\/strong><\/p>\n<p><strong>Aguda described the initiative as a significant step forward in strengthening the country\u2019s \u201cdigital governance, adding that the newly launched portals are designed to make information on government spending more transparent, open, and easily accessible to the public.\u201d<\/strong><\/p>\n<p><strong>The DICT chief explained that the effort aligns with the vision of Bagong Pilipinas, where every Filipino has the right and the capability to see, understand, and actively take part in monitoring government operations.<\/strong><\/p>\n<p><strong>He pointed out that the DPWH, Philhealth, and SSS were the first to launch these portals, and that other government agencies\u2019 portals would also be launched soon.<\/strong><\/p>\n<p><strong>\u201cSo, in the coming weeks po, lalabas po iyong mga transparency portal ng mga ibang ahensya. Matapos ang taon, magiging standard na iyan at normal,\u201d Aguda said.<\/strong><\/p>\n<p><strong>Aguda explained that a transparency portal is an AI-powered platform that clearly presents the government\u2019s budget and spending in a simple, easy-to-understand format.<\/strong><\/p>\n<p><strong>He noted that government transactions can often be complex and challenging for the public to interpret.<\/strong><\/p>\n<p><strong>Using artificial intelligence, the portal can quickly generate explanations and provide answers to inquiries, helping citizens better understand how public funds are managed.<\/strong><\/p>\n<p><strong>Aguda said each portal basically has two primary features \u2013a visual dashboard that would show a breakdown of the budget, displaying charts, graphs, and infographics. The screen would show the information and is mobile-friendly.<\/strong><\/p>\n<p><strong>He assured that even with a basic smartphone, the portals could be accessed.<\/strong><\/p>\n<p><strong>Aguda said the second key feature of the portals is an AI-powered chatbot that enables users to ask questions in English, Filipino, or even \u201cTaglish,\u201d without requiring technical expertise or specialized terminology. For example, he noted that the AI can explain how a specific budget was allocated or spent.<\/strong><\/p>\n<p><strong>The DICT chief said the goal is to establish a wide \u201cdigital transparency system\u201d that allows every Filipino to access clear updates on the government\u2019s use of public funds.<\/strong><\/p>\n<p><strong>The portals could be accessed through the websites of the DPWH, SSS, and PhilHealth, as well as the open.gov.ph website.<\/strong><\/p>\n<p><strong>With the portals, Aguda said the public will now be able to see where their taxes go clearly.<\/strong><\/p>\n<p><strong>For the government, he said, the portals are expected to help restore public trust, make irregularities more difficult\u2014if not impossible\u2014to commit, accelerate and standardize reporting across agencies, and strengthen efforts to curb corruption.<\/strong><\/p>\n<p><strong>\u201cSa simpleng logic, mas maraming mata sa datos, mas mahirap magtago ng anomalya.
