CHIEF BONOAN IS BACK IN THE PH"},"content":{"rendered":"<p><strong>THE Bureau of Immigration (BI) on Sunday confirmed that former Department of Public Works and Highways (DPWH) secretary Manuel Bonoan is back in the Philippines.<\/strong><\/p>\n<p><strong>According to the BI, Bonoan arrived at Ninoy Aquino International Airport Terminal 3 in Pasay City on Sunday morning aboard China Airlines flight CI0701 from Taipei.<\/strong><\/p>\n<p><strong>He arrived without any travel companion.<\/strong><\/p>\n<p><strong>The former DPWH chief is under an Immigration Lookout Bulletin Order (ILBO) in connection with the ongoing investigations into alleged anomalous flood control projects.<\/strong><\/p>\n<p><strong>However, the BI clarified that an ILBO does not prevent any individual from leaving the country.<\/strong><\/p>\n<p><strong>Bonoan left the Philippines to accompany his wife who was to undergo a medical procedure in the United States (US), the Department of Justice (DOJ) said. <\/strong><\/p>\n<p><strong>BI Commissioner Joel Anthony Viado said the bureau has already relayed Bonoan\u2019s arrival details to DOJ Acting Secretary Fredderick Vida, in accordance with standard operating procedures.<\/strong><\/p>\n<p><strong>Bonoan and other former DPWH officials are facing criminal and administrative cases in connection with the P95 million flood control project in Bocaue, Bulacan.\u00a0<\/strong><\/p>\n<p><strong>The Independent Commission for Infrastructure (ICI), which is investigating the flood control mess, recommended the filing of the charges against Bonoan and
