Ronald \u201cBato\u201d M. dela Rosa voluntarily turned over to the officials of the Regional Civil Security 11 in Davao City the 20 firearms owned by the former chief of the Philippine National Police.<\/span><\/strong><\/p>\n<p><strong>Dela Rosa remained in hiding more than a month after he suddenly surfaced at the Senate.<\/strong><\/p>\n<p><strong>The PNP, thru the PNP Civil Security Group headed by Brig. Gen. Aden T. Lagradante, carried out the restructured and orderly firearms\u2019 safekeeping process in Davao City on Thursday to highlight its continuing effort to strengthen compliance with the Republic Act 10591 or the Comprehensive Firearms and Ammunition Regulations Act of 2013 while ensuring smooth and respectful coordination with its stakeholders.<\/strong><\/p>\n<p><strong><span style=\"font-style: revert-layer; font-weight: revert-layer;\">The activity was led by the RCSU11 as part of the implementation of the Notice and Order of Revocation of License to Own and Possess Firearms (LTOPF) and firearm registrations of dela Rosa.<\/span><\/strong><\/p>\n<p><strong><span style=\"font-style: revert-layer; font-weight: revert-layer;\">It involved the inventory, verification of serial numbers, and physical inspection of firearms prior to their voluntary turnover for safekeeping.<\/span><\/strong><\/p>\n<p><strong><span style=\"font-style: revert-layer; font-weight: revert-layer;\">Police said the 20 firearms were voluntarily turned over\u00a0 by dela Rosa\u2019s authorized legal representative from his residence in Bgy. Ma-a, Davao City. <\/span><\/strong><\/p>\n<p><strong>The process was conducted in an orderly manner, ensuring that all procedures were properly observed and fully documented.<\/strong><\/p>\n<p><strong>A total of 20 firearms were accounted for, properly recorded, and issued with corresponding acknowledgment receipts before being transported to the RCSU 11 office at Camp Sgt. Quintin M. Merecido in Buhangin, Davao City.<\/strong><\/p>\n<p><strong>The guns are now under official custody for safekeeping, in accordance with PNP rules and procedures.<\/strong><\/p>\n<p><strong><span style=\"font-style: revert-layer; font-weight: revert-layer;\">On May 26, the PNP Firearms and Explosives Office officially revoked the LTOFP and Firearm Registrations of dela Rosa who is a holder of a Type 5 LTOFP and 117 registered guns.<\/span><\/strong><\/p>\n<p><strong><span style=\"font-style: revert-layer; font-weight: revert-layer;\">According to the PNP-FEO headed by Brig. Gen. Jose DJ Manalad Jr. , Section 4(g) of RA 10591 prohibits individuals with pending criminal cases punishable by more than two years imprisonment from possessing firearm licenses.<\/span><\/strong><\/p>\n<p><strong><span style=\"font-style: revert-layer; font-weight: revert-layer;\">The revocation was prompted by the Department of Justice&#8217;s directive to implement the International Criminal Court (ICC) arrest warrant against the former top cop for his alleged involvement in former President Rodrigo Duterte&#8217;s bloody drug war.<\/span><\/strong><\/p>\n<p><strong><span style=\"font-style: revert-layer; font-weight: revert-layer;\">Dela Rosa held a Type 5 license\u2014the highest classification for private gun ownership\u2014which permitted him to own more than 15 firearms.<\/span><\/strong><\/p>\n<p><strong>The senator\u2019s lawyers earlier\u00a0 said they will appeal the revocation as they argued that the PNP used the wrong section of the law, asserting that the revocation should be based on Section 39 rather than Section 4(g) of RA 10591. <\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>LAWYERS of Sen.
