CAMP CAPT. JULIAN OLIVAS, City of San Fernando, Pampanga — As part of efforts to improve police facilities and strengthen operational support in Central Luzon, the \u00a0Police Regional Office 3 (PRO3) on Tuesday\u00a0 conducted the opening of bids for the construction of its new Regional Headquarters (RHQ) and Regional Support Units (RSUs) building.<\/strong><\/p>\n

The bidding activity was held at the PRO3 Conference Room inside this camp and was presided over by Col. Reynaldo S. Ogay Jr., acting Deputy Regional Director for Administration, together with members of the concerned committees and representatives of participating bidders.<\/strong><\/p>\n

The opening of bids forms part of the procurement process for the infrastructure project, with the participating contractors submitting their respective proposals for evaluation in accordance with government procurement rules and regulations.<\/strong><\/p>\n

PRO3 said the activity underscores its commitment to maintaining transparency, accountability and fairness in the implementation of infrastructure projects intended to support the regional police force.<\/strong><\/p>\n

The proposed RHQ and RSUs Building is expected to provide improved and more appropriate facilities for the regional headquarters and support units, helping enhance administrative functions, coordination and operational readiness.<\/strong><\/p>\n

A modern and adequately equipped headquarters is considered essential to the effective delivery of police services, particularly as PRO3 continues to oversee law enforcement, public safety, disaster response and other police operations across the seven provinces and two highly urbanized cities of Central Luzon.The project is also expected to contribute to better working conditions for police personnel and provide facilities that can accommodate the operational and administrative requirements of the region’s growing police organization.<\/strong><\/p>\n

Following the opening of bids, the concerned procurement committees will proceed with the evaluation of the submitted documents and proposals before determining the winning bidder, subject to applicable government procurement laws and regulations.<\/strong><\/p>\n

PRO3 director Brig. Gen. Jess Mendez\u00a0 emphasized that every stage of the procurement process must be conducted with integrity and in accordance with established procedures to ensure that public funds are used efficiently and that the infrastructure project delivers its intended benefits to the police organization and the communities it serves.<\/strong><\/p>\n
