{"id":21115,"date":"2026-08-19T01:52:07","date_gmt":"2026-08-18T17:52:07","guid":{"rendered":"https:\/\/www.journaldailynewsonline.com.ph\/?p=21115"},"modified":"2026-08-19T01:52:07","modified_gmt":"2026-08-18T17:52:07","slug":"pro3-launches-joint-police-community-patrol-system-to-boost-crime-prevention","status":"publish","type":"post","link":"https:\/\/www.journaldailynewsonline.com.ph\/index.php\/2026\/08\/19\/pro3-launches-joint-police-community-patrol-system-to-boost-crime-prevention\/","title":{"rendered":"PRO3 LAUNCHES JOINT POLICE-COMMUNITY PATROL SYSTEM TO BOOST CRIME PREVENTION"},"content":{"rendered":"<p><strong>BY KEVIN GALANG<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>CAMP OLIVAS, Pampanga &#8212; The Police Regional Office 3 (PRO3) has launched a joint police-community patrol initiative aimed at strengthening grassroots crime prevention and enhancing police visibility across Central Luzon.<\/strong><\/p>\n<p><strong>Dubbed Joint Police and Barangay Peacekeeping Action Teams Mobilization Toward Crime Prevention and Detection in Central Luzon, or JBM Patrol System, the project was officially launched on August 12 at the Angeles City Police Office Covered Court in Bgy. Sto. Domingo, Angeles City.<\/strong><\/p>\n<p><strong>The program brings together police personnel, Barangay Peacekeeping Action Teams (BPATs), barangay officials, local government units, the Department of the Interior and Local Government (DILG), and other community partners in a coordinated effort to prevent crime and address peace and order concerns.<\/strong><\/p>\n<p><strong>According to PRO3 director Brig. Gen. Jess B. Mendez, the initiative is anchored on the PNP Focused Agenda of\u00a0 Philippine National Police chief Gen. Jose Melencio C. Nartatez Jr., particularly its thrust for responsive police service, stronger community engagement, and effective crime prevention at the grassroots level.<\/strong><\/p>\n<p><strong>Mendez said patrol operations remain a vital component of police work because they provide the most visible presence of law enforcement in communities and allow police officers to directly engage with residents.<\/strong><\/p>\n<p><strong>He said the JBM Patrol System would promote closer coordination between police and barangay peacekeeping teams through joint patrols, timely information-sharing, and faster response to community concerns.<\/strong><\/p>\n<p><strong>\u201cI want our people to see their police, know their police, and trust their police,\u201d Mendez said.<\/strong><\/p>\n<p><strong>Under the system, police personnel and BPAT members will work side by side to expand patrol coverage, identify areas requiring immediate attention, share information on potential threats, and respond promptly to incidents and other concerns raised by residents.<\/strong><\/p>\n<p><strong>Mendez stressed that the success of the initiative should not be measured merely by the number of patrols conducted but by their actual impact on communities.<\/strong><\/p>\n<p><strong>He said the ultimate indicators should be the crimes prevented, communities kept safe, concerns addressed before they escalate, and the level of public trust strengthened through sustained police-community engagement.<\/strong><\/p>\n<p><strong>Through the JBM Patrol System, PRO3 aims to translate the PNP Focused Agenda into concrete action by bringing police services closer to the people and making communities active partners in maintaining peace and order.<\/strong><\/p>\n<p><strong>The initiative underscores the commitment of Pulis Central Luzon to \u201cSerbisyong Mabilis, Tapat, at Nararamdaman,\u201d as PRO3 continues to promote proactive policing and community-based crime prevention throughout the region.<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>BY KEVIN GALANG &nbsp;
