{"id":21271,"date":"2026-09-08T11:49:26","date_gmt":"2026-09-08T03:49:26","guid":{"rendered":"https:\/\/www.journaldailynewsonline.com.ph\/?p=21271"},"modified":"2026-09-08T11:59:23","modified_gmt":"2026-09-08T03:59:23","slug":"pro3-reports-16-82-drop-in-focus-crimes-amid-jbm-patrol-system-rollout","status":"publish","type":"post","link":"https:\/\/www.journaldailynewsonline.com.ph\/index.php\/2026\/09\/08\/pro3-reports-16-82-drop-in-focus-crimes-amid-jbm-patrol-system-rollout\/","title":{"rendered":"PRO3 REPORTS 16.82% DROP IN FOCUS CRIMES AMID  JBM PATROL SYSTEM ROLLOUT"},"content":{"rendered":"<p><strong>BY KEVIN GALANG<\/strong><\/p>\n<p><strong>CAMP OLIVAS, City of San Fernando, Pampanga &#8212; Focus crimes in Central Luzon declined by 16.82 percent as the Police Regional Office 3 continued implementing a patrol system aimed at strengthening police visibility and making deployment more responsive to crime trends.<\/strong><\/p>\n<p><strong>PRO3 recorded 89 focus crime incidents from August 23 to September 5, 2026, down from 107 cases during the August 9-22 period, representing 18 fewer incidents.<\/strong><\/p>\n<p><strong>The latest figures showed significant reductions in several major crimes, including murder, which dropped by 62.5 percent; homicide, 50 percent; rape, 38.46 percent; theft, 17.39 percent; and motorcycle carnapping, 18.18 percent.<\/strong><\/p>\n<p><strong>The decline came as PRO3 sustained the implementation of the JBM Patrol System, which was launched on August 15 under the leadership of Regional Director Brig. Gen. Jess B. Mendez.<\/strong><\/p>\n<p><strong>The system is designed to make police patrols more strategic by using crime trends and ground-level information to determine where police personnel and resources are most needed.<\/strong><\/p>\n<p><strong>PRO3 said the approach seeks to improve police visibility while allowing officers to respond more quickly to incidents and potential threats in communities.<\/strong><\/p>\n<p><strong>F<\/strong><strong>rom August 15 to September 5, PRO3 also reported accomplishments in various law enforcement campaigns.<\/strong><br>\n<strong>Police arrested 111 individuals in anti-illegal drug operations and confiscated illegal drugs, with an estimated street value of approximately P3.61 million.<\/strong><\/p>\n<p><strong>Authorities also accounted for 258 loose firearms, resulting in the arrest of 21 individuals and the filing of 91 cases in court.<\/strong><\/p>\n<p><strong>Meanwhile, 382 wanted persons were arrested, including 64 Most Wanted Persons and 318 other wanted individuals.<\/strong><br>\n<strong>Enforcement of local ordinances likewise resulted in action against 226,431 violators, with authorities collecting more than P14.33 million in fines.<\/strong><\/p>\n<p><strong>Anti-illegal gambling operations led to the arrest of 244 persons while 269 operations targeting smuggled and counterfeit tobacco products resulted in the confiscation of items valued at approximately P874,887.<\/strong><\/p>\n<p><strong>PRO3 said the accomplishments demonstrate the importance of combining preventive patrols with sustained law enforcement operations.<\/strong><\/p>\n<p><strong>The regional police office noted that fewer reported focus crimes, the removal of illegal drugs and firearms from communities, and the arrest of wanted individuals could contribute to safer communities across Central Luzon.<\/strong><\/p>\n<p><strong>\u201cThe real measure of our patrol system is not simply how many personnel are deployed but whether their presence helps make communities safer,\u201d Mendez said.<\/strong><\/p>\n<p><strong>\u201cWhen crimes decrease, wanted persons are arrested, and illegal drugs and firearms are removed from the streets, our people benefit directly. That is the kind of police presence we want our communities to feel,\u201d he added.<\/strong><\/p>\n<p><strong>The JBM Patrol System implementation is also in line with the leadership direction of PNP chief Gen. Jose Melencio C.
