CAMP OLIVAS, City of San Fernando, Pampanga – Police Regional Office 3 (PRO3) director Brig. Gen. Ponce Rogelio Peñones Jr. on Friday presided over the turnover of command ceremony at the Bulacan Police Provincial Office (PPO).
Installed as the new acting Bulacan police commander was Col. Angel Garcillano, replacing Col. Franklin Estoro.
In his message, Peñones highlighted the vital role of strong leadership in advancing the three key pillars being pushed by PNP chief Gen. Nicolas Torre III — swift and responsive public service; unity and morale within the ranks; and accountability and modernization.
“This leadership transition is a testament to our commitment to proactive policing, organizational unity, and public accountability. Under Col. Garcillano’s leadership, we expect intensified efforts in community engagement, crime prevention, and the mobilization of a strong community defense system across Bulacan,” Peñones said.
The PRO3 top cop praised Estoro for his effective stewardship and contributions to the province’s peace and order initiatives.
Following the turnover ceremony, a simulation exercise (SIMEX) was conducted at the new Bulacan PPO Command Center, demonstrating enhanced coordination capabilities and operational readiness in support of the province’s community defense strategies.
The event was attended by the Bulacan police, local government officials, and partner stakeholders.
