WARRANT OF ARREST OUT VS ALICE GUO

THE Capas, Tarlac Regional Trial Branch 109 on Thursday issued a warrant of arrest against dismissed Bamban, Tarlac Mayor Alice Guo for violation of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act.

According to Philippine National Police spokesperson Col. Jean S. Fajardo, the court recommended a total of P180,000 bail for the temporary liberty of the accused,.

The Department of the Interior and Local Government files two counts of violation of RA 3019 against Guo following the investigation of the illegal POGO hub in Bamban, which was smashed by the government last March.

RA 3019 was enacted to deter public officials and employees from committing acts of dishonesty and improve tone of morality in public service.

DILG Secretary Benjamin C. Abalos Jr. ordered the filing of the charges against Guo after an investigation showed that she used her position as mayor to favor the raided Bao Fu company and issue the latter with all the permits.

The illegal POGO facility turned out to be a “scam farm.”

Fajardo said that Abalos and PNP chief Gen. Rommel Francisco D. Marbil are expected to arrive in Manila with Guo around 10 p.m. Thursday.

Abalos and Marbil, along with PNP Intelligence Group officer-in-charge Brig. Gen. Romeo J. Macapaz and the Indonesian police attaché, left Manila on Wednesday night on board a chartered plane, which they will also use to bring Guo back to the country.

Guo will undergo medical and physical examination and the normal booking process upon arrival before being placed under the official custody of the PNP.

The dismissed Bamban mayor will be turned over to the Senate Sergeant-at-Arms so that she could appear in succeeding hearings.
