THE city government of Biñan was recognized again for its exemplary financial management after receiving an Unmodified Opinion—the highest audit rating from the Commission on Audit (COA) –for the year 2024.
The prestigious rating signifies that Biñan City’s financial statements were presented accurately, with no discrepancies, and in full compliance with government accounting standards.
According to COA, an Unmodified Opinion reflects transparency, proper fund use, and adherence to good governance practices.
Biñan Mayor Arman Dimaguila expressed pride in the latest achievement of the city government.
“This is proof of our sincerity in providing service to our fellow citizens. No waste, no excess, no shortage—just the proper use of the people’s funds,” Dimaguila said.
The recognition highlights the city’s commitment to accountability and efficient public financial management.
