A FORMER mayor of Cavite was directed by the Commission on Audit (COA) to return some P97 million in disallowances.
The move is part of COA’s enforcement of strict fiscal discipline in local governance.
COA said the Notices of Disallowance (NDs) issued against former Silang, Cavite Mayor Kevin Anarna have now reached a total of P97 million for transactions made during Calendar Year 2023.
The most recent issuances were released on September 3, 2025, amounting to P9,639,628.20 and P1,834,056.32.
According to COA, the disallowances stemmed from irregular, unauthorized, and inadequately documented expenses under the past administration in Silang.
The Commission said accountable officials are required to refund the public funds that were spent in violation of government regulations.
Under existing rules, all responsible officials and personnel are required to return disallowed funds.
The COA underscored the importance of strict oversight to ensure that public funds are used properly and meaningfully.
