CAMP OLIVAS, City of San Fernando, Pampanga — Thirteen foreign nationals with standing warrants of arrest were arrested by operatives of the Police Regional Office 3 (PRO3) in different parts of Central Luzon.
According to the PRO3, the arrests, launched from Feb. 24 to Sept. 28, 2026, were part of their continuing operations against wanted persons to ensure that individuals facing criminal charges are brought before the proper courts.
Based on records, four of the foreign nationals were caught in Angeles City, two each in Bulacan, Zambales and Olongapo City, and one each in Nueva Ecija, Pampanga and Tarlac.
The warrants stemmed from cases involving rape, frustrated homicide, qualified theft, violation of Republic Act 9262 or the Anti-Violence Against Women and Their Children Act, attempted kidnapping, violation of Batas Pambansa Blg. 22, violation of RA 11930, physical injuries and unjust vexation.
The period covered began on Feb. 24, when Brig. Gen. Jess B. Mendez assumed as PRO3 regional director.
Mendez said the police would continue enforcing valid warrants regardless of the nationality of the respondents.
“Our laws apply equally to everyone. If there is a valid warrant, we will act on it and bring the person before the proper court,” he said.
The official urged the public to provide timely information to authorities, noting that the Unified 911 system provides a faster and more direct channel for reporting emergencies and incidents requiring immediate police action.
Mendez said the operations are in line with the PNP Focused Agenda of PNP chief Gen. Jose Melencio C. Nartatez Jr., particularly the Enhanced Managing Police Operations thrust, which calls for faster, more responsive and coordinated police action.
He added that the operations against wanted persons also complement the implementation of the Unified 911 system, which seeks to improve coordination and response among police, fire, medical, rescue and other emergency services.
