CAMP OLIVAS, City of San Fernando, Pampanga — The police in Central Luzon on June 10 took part in the nationwide launch of the PNP Integrity Caravan for Ethical Policing and the unveiling of the Philippine National Police 6-Point Ethical Policing Guide Marker.
The Police Regional Office 3’s participation in the event reinforced its commitment to integrity, accountability, and transparent public service.
The activity, held simultaneously across the country and broadcast via Facebook Live, gathered police personnel from various regional offices and key units.
It was led by PNP chief Gen. Jose Melencio C. Nartatez Jr., who was represented during the program by Deputy Chief for Administration Bernard M. Banac.
PRO3 was represented by Acting Deputy Regional Director for Administration Col. Reynaldo S. Ogay Jr., Internal Affairs Service Regional Office 3 Director Col. Fermoyle M. Meno, personnel from the Regional Community Affairs and Development Division (RCADD), and members of the regional staff and support units.
Held at Camp Olivas, the program highlighted the PNP’s continuing reforms aimed at strengthening ethical standards within the organization.
Among its key features was the introduction of the Online IAS Desk, “I Am Speaking,” an accessible reporting platform designed to promote transparency and accountability in police service.
In a message delivered on behalf of the PNP chief, Banac emphasized that integrity remains a core standard of policing, stressing that public trust is sustained through honesty, discipline, professionalism, and ethical conduct.
Ogay, for his part, underscored the importance of instilling a stronger culture of accountability among personnel, noting that integrity must be consistently reflected in every decision and action of law enforcement officers.
“The Integrity Caravan reminds us that every police officer carries a responsibility not only to the organization but, more importantly, to the people we serve,” Ogay said.
The event culminated in the simultaneous unveiling of the PNP 6-Point Ethical Policing Guide Marker, symbolizing the organization’s continued commitment to values-based leadership and ethical policing.
Authorities said the initiative forms part of the PNP’s broader efforts to strengthen public trust and ensure a more credible, accountable, and service-oriented police institution.
