PRESIDENT Ferdinand R. Marcos Jr.’s Executive Order 126, which institutionalized the Department of Budget and Management’s (DBM) Centralized Open Monitoring Platform for Appropriations and Spending Statistics (COMPASS), would link government agencies, integrate information across the national budget cycle, and promote transparency.
At the Palace press briefing Thursday, Presidential Communications Office Undersecretary and Palace Press Officer Claire Castro said the system will connect information from different government agencies and financial systems, allowing the public to better track the use of government funds.
“Sa ilalim ng Executive Order No. 126, sentro ng isang government-wide transparency system ang COMPASS na mag-uugnay sa impormasyon sa buong national budget cycle,” Castro said.
“Hindi lang budget allocation ang makikita rito, kung hindi pati paglalabas ng pondo, procurement, pagpapatupad at pagkumpleto ng mga proyekto, at performance ng mga programa ng pamahalaan,” the official added.
On September 29, President Marcos signed EO 126 institutionalizing the COMPASS Portal to strengthen transparency and accountability in spending government funds.
Under the EO, National Government Agencies (NGAs), Government-Owned and Controlled Corporations (GOCCs), and Government financial institutions (GFIs) are required to submit and regularly update relevant, accurate, complete, and timely information through the portal. Non-compliance may result in administrative and disciplinary sanctions.
COMPASS will link existing government financial, procurement, and monitoring systems, including the Integrated Financial Management Information System (FMIS), Budget and Treasury Management System (BTMS), Philippine Government Electronic Procurement System (PhilGEPS), Digital Information for Monitoring and Evaluation (DIME), and E-Gov PH App.
“Layunin din ng COMPASS na pag-ugnayin ang iba’t ibang government financial systems upang maging mas transparent, accessible at accountable ang paggamit ng pampublikong pondo habang may proteksyon pa rin para sa sensitibong impormasyon tulad ng national security at personal data,” Castro said.
The institutionalization of COMPASS builds on the President’s launch of the platform in June and forms part of the administration’s efforts to strengthen coordination among agencies, transparency, and public access to information on government spending.
