SENATOR “Idol” Raffy Tulfo is set to file a measure seeking to institutionalize random drug testing for incumbent elective and appointive officials, in a bid to strengthen integrity and accountability in government.
The initiative follows the recent mandatory drug testing undertaken by Tulfo and his entire Senate staff — a move he voluntarily spearheaded to set an example within his own office.
Tulfo emphasized that his proposal carefully considers the landmark Supreme Court ruling in Social Justice Society (SJS) vs. Dangerous Drugs Board (G.R. No. 157870, November 3, 2008), which ruled that mandatory drug tests for election candidates are unconstitutional.
To ensure compliance with the Constitution, Tulfo clarified that his measure excludes election candidates and will instead cover officials who are already incumbents, thereby avoiding any conflict with existing jurisprudence.
The senator from Isabela and Davao underscored that government officials must be held to the highest standards of conduct — not only to maintain public trust but also to send a strong message that drug use and abuse have no place in public service.
“Kung walang tinatago, walang dapat ikatakot. This is about protecting the integrity of our institutions and making sure our leaders are truly serving the people,” Tulfo said.
